Technicolour T589vac router

I am on sky Fibre TCC and trying to change to a technicolour router, but can’t access the admin section. I am using 192.168.1.254 but just get “cannot connect” . I’ve tried different cables, different laptops but the result is the same each time.
What am I doing wrong?

I tried .1 first with the same result so I did a search which came up with .254. I’m connecting standard (RJ11) input from filter and one cable from laptop to router (RJ45). I get the green light for Broadband, a green for laptop, red for Internet, but can’t get into the settings to set it up.
 


Hold one, RJ12 is a phone cable connection, that should not have anything to do with connecting to the router, and if you have a DSL connection you would not be connecting that to a DSL modem/router using a filter. Do an ipconfig command on the laptop, what is the IP for the gateway and what is the IP for the laptop?
