also, no modern cpu supports ddr3. meaning youre looking for 2nd hand fx cpus.

Only ancient CPUs support DDR3 RAM. Try buying an AMD Athlon 240G, which supports DDR4 RAM and is around 50 euro. It also has some decent integrated graphics(Vega 3).
