Question temperatures for gtx 960 4gb ssc?

So a while ago my old gpu, an rx 580 8gb, blew up on me and I went digging around for a quick gpu replacement to pass the time until I could save for something big.
I temporarily have a pair of gtx 960 4gb SSCs but dont run sli due to my games having a lackluster support for it.

But recently, I checked out the temperatures of my main card. With the stock fan curve and settings, the card happily sits at the 80 degree temperature target, going from 79 - 81.

With a custom, more aggressive fan curve than stock the average temperature is about 77 degrees in games, only slightly lower and a little bit audible. From what I've seen, this is fairly higher than what I've seen on websites.

Ambient is around 21 degrees celsius.

I cleaned these out when I got them, but should I repaste them? I don't feel comfortable doing that but these temperatures seem higher than average.

both cards are installed?
what is the point of having two installed if not running SLI? you are only using one so the second is just using some system resources and adding some heat for no reason?

if you are running the top card for games;
it is drawing in air directly from the bottom card and possibly not getting sufficiently cooled. you would need very cool air moving through the case very efficiently at a very fast pace to get the same temperatures as having a single card installed.

and being that they are only worth ~$50-75 each, re-pasting one or both of them really isn't risking much. though i would do some research how much it may actually help. check around on user forums and see what type of results others claim to have experienced and what thermal paste was used.

Case fan situation is front 200mm fan intake, and 140mm exhaust, front running around 900rpm and rear 1200.

The temperatures were the same throughout even when the second card was not installed, and when the cards were switched around. The second card does video encoding/decoding for me and does anything my second monitor does. I don't really need it installed but I have nowhere else to put it for now.
