Tenda AC18 AC1900 not working or?

Hello,
I recently bought this router, plugged it in and I am unable to connect to it via cell phone(I just want to connect to it,I will configure it later).I tried hard resetting, clicking wireless button as well as WPS button but the only LED light that's showing is PWR.
I also tried connecting it to the modem, but the result is the same, only LED that showing in this case are PWR,WAN, and LAN.Also did hard reset on modem and follow the guide on how to get it to work.
If the router is working,I am supposed to be able to connect to it even if it's not connected to the modem right?
What is the issue with it?

I would try a ethernet cable maybe the router has the wifi disabled for some reason. Some routers you can configure via wifi to start but in general it is better to use a ethernet the very first time
