Terminal server blocked webpage

Terminal server and users on it are unable to access a specific page (https). We have checked and it looks to have the correct certificates, tls and ssl all checked.

The browser (internet explorer is version 9) I am at a loss, does anyone have any clue what could be the problem?
 
Solution
I ended up instilling chrome and it worked. I can't get ie10 on 2008 and we are not upgrading it to R2. There has been talk on the internet about group policy management and updating it from 6.0.0 to .1 will allow to use ie with 1.1,1.2 features. We would have to install it and reboot the server which would restrict us to the time we would be able to do this so it's more hassle than it is worth than installing chrome. Either way it has been sorted.

It only has internet explorer and does not have chrome. I have tried accessing the site it from my own workstation and I can get to it.

I don't suppose you have any ideas? I have done some trouble shooting by comparing it to my browser and it appears to be a TLS 1.1 problem. On the same site on my browser if I disable it, it then displays "can't display website" and when I turn it back on it works. So looking at the terminal server I see it doesn't have TLS 1.1 so it is a strong suggestion that could be the problem.

So I think I have found the problem but now how do I get 1.1 on ie9? Is it even possible? The terminal server is 2008 but not R2, which I have heard will support ie10. If you have any suggestions that I could do to get e10 onto here that would be great!!

Sorry, not been on-line much recently. Looks like changing your browser was the solution (and what I was going to suggest). Both IE9 and IE10 are "legacy" browsers and really should be discontinued from use.
