Question Terrible 80-140 Fps in CSGO with a GTX 1060

CS GO is terribly underperforming, I have tried everything and I am unable to fix this issue.
I tried updating/reinstalling GPU Drivers, Reinstalling CSGO, Reset my OS, Changed my CPU cooler, idle temps are now 40⁰C and 55⁰C Max on Load. Power Settings are max, Xbox gaming DVR is off, I've even checked that the game is working on my GPU and not the integrated graphics, Haven't overclocked either. I have tried everything I possibly can and I have no clue why this issue persists. SOMEONE PLEASE HELP.
My PC Specs:
Zotac GTX 1060 6 GB AMP
I5-7400 @3Ghz
8 GB DDR4 Ram
1 TB HDD
550 W PSU
MSI B250m-Pro vdh MoBo

Geforce overlay was on, Turned it off and my fps became normal -_-

Overlay doesn't really do anything to FPS, i would say that you probably had screen capture on which gave you lower fps.
Happend with me in some games until i found out that i clicked on the record button by mistake. (used macro for them)
