Question Terrible FPS after GPU Upgrade

I recently swapped out my RTX 2060 with an RX 6700XT. I loaded up a few games and noticed I was barley peaking 120 FPS (50 at the worst) on the lowest settings. I've used DDU to uninstall everything (both AMD and Nivida), updated my BIOS, swapped back to the 2060, reinstalled windows, nothing has worked.

i7-10700F
EVO OC RTX 2060 12GB
PRIME B560-PLUS AC-HES
Samsung 960 EVO Series (500GB)
2x 8GB DDR3 Corsair Vengeance
EVGA 600W 80+ PSU

Im not great at GPU settings, but...
In the Adrenalin software, under Gaming/Graphics - is Radeon Chill set to Enabled (which would limit FPS) ?
You can change the limit or disable it.
