Terrible fps in CSGO and many other games on decent pc

Hey guys I've been playing CS:GO for about 3 years now. I had great FPS on my old card (Radeon 7850) about 180fps-250fps but with my new card (GTX 660 2gb) i've been topping out at about 70fps and it sometimes drops as low as 35fps.

Also this issue does not only happen on csgo, but a few other games. (ARK is unplayable, H1Z1 is playable but very bad, ARMA 3 is just a dream basically, even CS:S tops out at about 110fps.)

I don't know what I can do, I've tried all the launch options, I've tried looking on every page and every post I could. I've turned down all my settings, I've tried playing on 4:3 (My res is 1600x900) and nothing has fixed my fps issue.

Can anybody shed some light on what might be causing this?

have you done these 2 options ,reinstalling the games ,clean install of your GPU drivers ? beside try playing with fullscreen instead of windowed mode ,another tip close nvidia experience software while playing see if that helps cause sometimes it run an "exe' that takes a lot of CPU usage while playing games , happened to me and saw it in the task manager .

Yeah windowed doesn't change anything for me.

Tired all that boosted about 10 fps with a fresh install, but not much a big difference.

Actually under load its only at 61c and my gpu usage is sitting at about 55%
 
Then definitely check Power options of your computer and put on maximum performance and then check the nvidia control panel and put everything on maximum performance and put power options of nvidia to maximum performance. For some reason your GPU is not reaching full usage. Just for reference, what is your CPU usage when your GPU hits 61 degrees and 55% usage? Might be that your CPU is hitting 100%

check the imgur im pretty sure i got all those settings down and cpu is sitting at about 80% for all cores
