Hello guys, I'll avoid the big talk and jump straight into the case:

So I have this PC:

Intel Pentium D 925 (3.00gh Dual Core)
ASUS GT640 1GB GDDR5
MSI 0a48
2GB RAM (1+1 DDR2 667mhz)
Windows 8.1 Pro.

AND I have those framerates on these games (With Game Booster 3):

GTA IV: 20-25 (lowest settings on 1366x768)
Max Payne 3: 18-24 (lowest settings on 1366x768)
Counter-Strike Global Offensive: 25-30 (lowest settings on 1680x1050)
F1 2013: 15-20 (lowest settings 1366x768)
NFS Most Wanted 2012: 15-20 (lowest settings on 1024x768)
Battlefield 3: 10-15 (lowest settings on 1366x768)
NFS Hot Pursuit 2010: 15-20 (lowest settings on 1366x768)

What the hell is wrong? I have all my drivers up to date. I don't really know what's going on

Considering the low spec of the machine I would say those framerates are excellent. I mean, the processor is almost a decade old, the RAM isn't even minimum for a lot of games and the graphics card is just enough to run the games, if you had a decent system to run it on.

I would suggest spending a few pennies and get yourself a new dual core Pentium (preferably an i3 or i5), motherboard and 4GB+ of memory (preferably 8GB) and re-install your system on the new setup. The upgrade will cost in the region of £100-£150.

The graphics card is proved to run GTA IV Ultra on 30fps avg, bf3 high 35avg, CS:GO high 40fps, NFS MW 2012 30fps ultra, NFS Hot Pursuit 2010 40fps ultra, F1 2013 35fps high. Also the processor could even run BF4 medium 25fps with a gt210 and 2gb ram on a 64bit w8.1

Do you have links showing this?

If my A6 5400k couldn't run those games at the FPS your D 925 can at a 1280x1024 res. the person that made those videos is lying about their specs.

Please provide said proof.

The GT210 is merely a display card for systems which don't have another display output, the GT630 isn't much more powerful. I'd take the intel HD graphics over the GT210/630 everytime and I still wouldn't get those results.
