terrible frame rates

Hey all, I am having terrible frame rates on my set up. Games like outlast 2 and rise of the tomb raider going below 13 fps. Any tips would be grate. Drivers on the graphics card are all up to date. My set up is :
Radeon Software Version - 17.5.1
Radeon Software Edition - Crimson ReLive
Graphics Chipset - AMD Radeon (TM) R9 390 Series
Memory Size - 8192 MB
Memory Type - GDDR5
Core Clock - 1050 MHz
Windows Version - Windows 7 (Service Pack 1) (64 bit)
System Memory - 8 GB
CPU Type - AMD FX(tm)-8350 Eight-Core Processor
All drivers are up to date on grphics card and mother boar.

this problem is driving me mad please help.

Try reseating the GPU and check task manager to see if any other process is hogging considerably high resource. Also check the CPU and GPU temperatures, in case one or both are throttling.

What exact motherboard?
When gaming what GHz is your CPU running at?
When gaming what are your CPU and GPU temperatures?
Are all motherboard and GPU drivers up to date?
What resolution and game settings are you using?

The mother board I'm using is a Gigabyte 970A-UD3P

I reseated the GPU frame rate up a bit, going between the 20s and 30s now

Temps running at 40 degrees centigrade for the CPU and 71 for the GPU

just gonna check the Ghz now and the drivers

Resolution is 1920 *1080

It goes from 2817 - 1407 MHz whilst playing. Thanks for both your help so far. Frame rates still awful

I re set the GPU and check what other things where running. Second to the game was chrome so no issues there. GPU was 70 CPU 40 degrees center-grade.
