Question Terrible performance from 6950xt in game

just set up my new rig. I have been having a lot of issues with my MSI b650 gaming plus mobo. It wont boot with EXPO and i have a 6000 kit running at 4800. However, that is a different thread. I wanted to chill after a long day of building by firing up some Hell let Loose on my new rig and 1440p monitor. However, my 6950xt can bearly stay above 65fps on EPIC settings. its a terrible experience compared to what i expected. I am running the newest drivers for my card. Its running at 60% 1100-1500mhz and my cpu (7600x) is running at 40% 5.4 mhz.

I ran the Heaven benchmark at 1440p high and ultra settings. It was working full out at 99% 2500mhz performance. but in game its just 50%

Please help.

Go back one driver version.
Get the driver from AMD site only. Getting your memory speed up can help also.
 
Is the memory in the right slots per the motherboard manual? If so set expo them manually change the speed to 5600.
The sticks are in dual channel mode on the 2 and 4th slot on my MSI b650 gaming- plus. I can try and set them to 5600mhz for sure. but every time i play around with it. I cant get my pc to boot again. Not even into BIOS. What i was planning on doing now, was to install Windows 11 instead of 10. I have an old windows 10 flash drive. Can i format that drive and to make a fresh windows 11 flash drive ?
