Terrible performance, I don't know what the cause is.

Hello everyone first post here.
I am quite amateur in the world of hardware and recently found myself noticing terrible performance in games on my PC, I've tried using common troubleshooting methods but would love to hear what you guys could suggest my specs are :

CPU: AMD FX 8320
Operating System: Windows 8.1 (64-bit)
Motherboard: Gigabyte 970A-DS3P
RAM: 8GB DDR3 1333mhz (1x8GB)
Hard Drive: 1TB S-ATAIII 6.0Gb/s
Graphics card: AMD Radeon R9 270X 2GB
PSU: 450W Corsair VS

Yep all drivers are up to date

Okay fixed, I found on another thread after searching about the memory leak this
Possible Memory Leak - Possible Fix.
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\commandline.txt*
-memrestrict 629145600 (for high texture)
-memrestrict 314572800 (for medium)
-memrestrict 209715200 (for low)
*Create or Modify

i rechecked everything again and your are about 40-50w from reaching your psu power limit that is pretty damn bad if you ask me had no idea you were running on a 450w psu might want to invest on something higher and what resolution are you playing at?
