Terrible Stuttering on GPU "R9 290"

Help me i need to know why my gpu or cpu is bad my gpu is brand new
here is my specifications
PSU: Thermaltake Smart SE 630
MotherBoard: Asrock H61M-VG3
Hard Drive: Toshiba 1TB 7200RPM
CPU: Intel Core i5 2500K
GPU: XFX R9 290 DD
 


There are other display connectors than HDMI.

Display connectors on the motherboard are driven by the CPU's integrated graphics.

Display connectors on a dedicated graphics card, if you have one, are driven by that card. That can be substantially faster than the onboard graphics.

If you do not have a dedicated graphics card, obviously you cannot connect to it.
