So I pay for 50 upload and 20 download. However, on testmy.net, my upload is only around 1.7mbps. I think this is also the reason that I cannot stream at high quality at all. Is there anyway I can fix this? I use a CAT 5e ethernet cable to my pc and I've reset my network drivers.
Thanks

The problem with any speedtesting it is depends on the path the data takes from your ISP to the speedtesting site. You can easily see this by using speedtest and choose different cities or different countries. You will even see differences between different testing centers in the same city.

These type of speedtest have to be used very carefully. Your best test of the connection to your house is to test to your own ISP speedtest. Since it is fully within their network it should always get the fastest results. If you test to another ISP it means little. It will be fast if your ISP and that ISP have a good interconnect and slow if they don't. There is nothing you can do about how ISP are connected so it has little...
You might want to see if Speedtest also gives you the same results. What is the make and model of your router? If there's a router that is an intermediary to the ISP and your PC, might want to see if it has any firmware updates pending. Following that, check and see what BIOS version you're on for your motherboard. Cross-reference that with the BIOS version found on your motherboard's support site. If you have updates pending, gradually work your way up to the latest.

Also, which version of Windows 10(assuming you're on it) are you on? At the time of writing, we're on version 20H2. You might want to reinstall your NIC drivers if your OS is up to date.

Speedtest gives me 18 upload. So now I don't understand why one website said it was 1.7mbps and another says 18mbps. I have a router supplied by my ISP. My bios is updated to the latest version. However, I'm about to update Windows 10 as I'm on a slightly older version that 20H2.

testmy.net gives me poor and inconsistent upload results as well.

I have 100/100 from my ISP. Every other test site shows 100/100, +/- 10 or so.

testmy.net Uploads a couple minutes apart.
33.7
42.5
49.1
61.3

Try that testmy.net a few more times. It appears to adjust the more you test it.
