Terribly slow gaming pc download and web surfing

So recently I have been having terribly slow web surfing and download speed. I tried deleting cache and cookies and everything on google chrome but nothing seems to work. I would try a different browser but when i try to download something like mozilla firefox it says it will take a couple hours just to download the installer.

I have an ethernet connection and I know my internet isnt the best but it shouldnt be taking this long to download. I have a laptop and it runs on the wifi and it runs faster than my gaming pc.

I downloaded destiny 2 and it took FOREVER to download that was my first concern because it said I was downloading at 500kbs/1sec and nobody else was using the wifi or anything so I don't know why it was so slow I normally don't have download speeds like that.

As I tried to download malware bytes it said it would take 3 hours to download something that was 42mbs so i downloaded it on my laptop and used a usb to transfer it to my pc. I ran malwarebytes but nothing was affected.

windows 10 home
i7-4790k cpu
evga gefore gtx 980ti gpu
asus maximus vii gene motherboard.

I'll take any advice you can give me as I have run out of ideas, Thanks in advance.

Have you tried unplugging your modem/router for 10-20 seconds and then letting it restart?
