how do i set objects down, they are always floating and i cant reach them

Select the object and press "f". This will place it on the floor / table
or whatever is directly beneath. To move them vertically, hold down "z"
while moving them with the mouse.

Check out the dragonsong tutorials. Quite helpful for getting introduced to
TESCS.
