[SOLVED] Testing a faulty Corsair TX750M

Hello,
Just tested my first ever PC build. when i turn on the PSU at the back the motherboard RGB flashes once and the ram RGB lights up. when i press the power button on the case the case fans RGB flashes quickly once and then nothing. I can hear the PSU make an audible click when i press the power button followed by another click half a second later but nothing. I have both the 24pin and 8pin connected to motherboard.
I tried the paperclip trick to test PSU and when i turn it on with paperclip inserted I can hear an audible click then the fan attempts to spin then nothing. Is my PSU dead on arrival?

Unless it is a fanless or semi-fanless PSU...it sounds to me like it is.
In general the fan should keep spinning unless it is a fanless or semifanless PSU.
