Is there somthing out there (software) that will let me send certain freq (15-20,000 hz) to my speakers so I can tweak them even more?

The most accurate one I can find. However, it'll be limited based on the quality of your sound card. If you're using an oscilloscope to measure frequency response, you'll find it's rather off, even at default settings. You'll have to tweak your EQ and your speakers to get the best sound.

Well, search for sine wave generator, specifically highlight download (using google, search for +download), and you'll get a bunch of hits. Just sift through the results.
