Testing PC before assembling

In a few months or so, when I get my new parts I want to turn on the PC with it being out of case to see if everything works. I heard if you put a screwdriver on the 2 PWR pins it will short it and turn on the system if the PSU is plugged in and on. Will this work, and is it safe?

Yup, perfectly fine, just make sure that everything is plugged in correctly, and that your screwdriver doesn't have a conductible handle, might seem elementary, but people do stupid stuff! :)
Just refer to your motherboard manual if you're not sure where they are.
