Texture Flickering/Shimmering on all games

This has been happening for a very long time, and on all games to some extent. It only flickers when I am moving the camera especially in games like Warband, and Total War where there is a world map. The flickering mainly happens to grass and trees.

I have tried all possible setting changes, turning on and off everything. Restored my computer to
factory settings and upgraded to windows 8.1 from 7. My temperatures also seem to be fine.

This is my hardware:

Motherboard: Gigabyte Z68X-UD3H-B3
CPU: Intel(R) Core (TM) i7-2600k CPU @ 3.40Ghz (8 CPUs)
RAM: 16 GB
GPU: Evga GTX 780 (3GB)
PSU: TX 850w

Could this mean one of my parts is failing?
