Question Textures renders slow on 3 month old gaming laptop

Hi guys, I'm using Lenovo Legion 5 15ACH6H and my specs are here:

Ryzen 5 5600H
RTX 3060 6GB 130W
WD 2500/1800 M2 NVME SSD
16GB RAM

I just noticed when I'm in game, textures are loading late, like in this video:

I just replaced my thermal paste on my PC and I cut all power on board, also I used "Disable battery built-in" setting on BIOS. Will my pc get ESD cuz of this or this is about software?

SSD is half full. Temps are decent on games but I have this issue on War Thunder too, CPU is 80C, GPU is 70C
GPU usage is 100% when disabling DLSS but when enabling it goes around 70 in War Thunder. CPU is 30-35 percent. RAM usage is around 10GB
