TF2 and CSGO low fps

My friend has been having some trouble with TF2 and CSGO having low fps (and sometimes crashing) on a computer perfectly capable of running both games. He gets around 30-40. We fixed TF2 crashing by setting it to window borderless. He can run For Honor and Rainbow Six Siege just fine. Those games take a lot more power to run, but for some reason TF2 and CSGO run poorly for him. Any suggestions?

Can you post your specs? Tf2 and csgo both require sufficient amount of cpu power for it to run well. Perhaps the problem could be your processor, or ram.

GTX 1080 (full size w/ graphics amplifier)
16GB RAM
Intel i7-4720HQ 2.60GHz
800w PSU

Also worth noting that before i gave the PC to him, both games were running just fine.
