More specifically, it's a chute for spin testing. It's function is to
stabilize the plane in a nose down attitude if a spin should become
un-recoverable with normal control inputs.

Dunno if it is effective in a flat spin. Seems to me you'd end up with the
shrouds wrapped around the aircraft making an egress problematic.
