The Air Is Cool but Cpu is hot with thermaltake water 2.0 pro

Hi,

my cpu (I7 4930K) temperature is 35 degrees in idle and up to 70 in 100% load 🙁 .
ambient temperature is about 27.
Im using thermaltake water 2.0 pro and CM haf x case with good air flow
and the air that comes out from the radiator is cold so is it a thermal compound issue i put CM V1 Ic Value.

Note :
MB (X79 Deluxe ) temp : 32
GPU ( GTX780 from asus ) : 32

Easy answer - it could be, replace the thermal compound and see if it makes a difference.
