Question "The application has failed to start because its side- by-side configuration is incorrect" ?

Was just browsing on youtube last night when all of a sudden a random BSOD occurred. I tried to look at what caused it (as reliability history didn't give any info) using WhoCrashed, but when opening the installer I was hit with the following message:

Checking other programs, most give the same message but not all (for instance, Firefox/Edge or iCUE are fine, some programs like 'Everything' work as well). Problem is I can't run any installers however (like .net)

From what I saw one of the possible issues could have been something with .NET, but when I try to uninstall it through control panel it either gives

which occurs even with programs I know are properly installed (e.g., games). Uninstalling it through Apps and Features gives a different error

I've tried running sfc /scannow and chkdsk /r to no avail. DISM just doesn't work so I've never been able to actually run that

This is all on a recently fresh install (about a week or so ago). Nothing new shows up on Windows update. Even tried running a repair using creation media tool, but that ends up never going through as well.
