Thats right, I am asking what is the best used/old setup FOR price.
To have a 50 web pages open (They are non flash, like toms hardware, news, forums, newegg, micro center, craigslist, kijiji online classifieds and similar type) plus a few flash online games every now and then, and World of Tanks.
I read a 2013 TomsHardware article stating this is a good value option
Phenom II X4 965 Black Edition then buy mobo/ram based on that.

4 core, 8 threads, 3.06GHz - 3.33GHz 130W TDP 24GB DDR3 800/1066 3 channels came out Q2 of 2009
Maybe not the best example b/c the X58 motherboards are expensive.
Whats all this save me? Not much it looks like. Maybe $100 tops.
All new could go B150, G4400 and 8GB for $210, or swap in a Z170 extra $30.
