Question The better buy?

I'm upgrading my PC.

I've found two sellers and was wondering what my best buy would be:

PC#1: $600 CAD

• Intel Core i7-960 @ 3.20GHz
• 16GB RAM
• Nvidia Geforce GTX 1070
• 8GB DDR5
• 1TB of storage
• 750 Watt PSU

PC#2: $700 CAD

Gtx 1070 graphics card
Intel Xeon e3-1231 v3
250GB SSD
16GB RAM
sniper b6 motherboard

Are either of these builds good? Is PC #2 worth the extra hundred bucks? I'm playing Call Of Duty, GTA V, etc, and would like to use near-max settings.
