The blue outline around folders is gone

On my desktop when i hover on something or click on it it has a blue outline same with folders, but now the desktop still shows it but folders in file explorer don't. Any Fix to this?

Restarting Windows File Explorer from the Task Manager seems to temporarily solve this.
Doing a non-fast-boot-reboot also seems to work (restart from the win-x menu).
