The Computer Restarted unexpectedly reset loop

My PC was working fine and then it just froze. Would not boot windows on restart. Tried all available recovery options to no avail. Eventually tried doing a full reinstall with erasing hard drive and got stuck in a reset loop saying
"The Computer Restarted unexpectedly or encountered an unexpected error. Windows installation cannot proceed. To install Windows, click "Ok" to restart the computer, and then restart the installation."

I have found solutions onlibe saying to hit shift+f10 to get a prompt to open regedit and change a value somewhere to fix problem. However when the "The Computer Restarted unexpectedly" window pops up the screen goes to a blank backlit black screen and is totally unresponsive. I've managed to hit shift+f10 and get a command prompt but screen goes black before I can do anything. Worth noting that I've used Dell diagnostics tools and found no hardware issues. Please help!
 
I used to always have this problem!!
Very frustrating indeed.

What worked for me : Unplugging all my USB ports (Mouse, keyboard etc.) while booting and it worked! Just plug them back in at the login screen (It shouldn't reoccur for a good while)

What worked for others :
1- Going into the BIOS (using either F1/F2/F11 while booting) and selecting "Last known good settings"
2- Using another computer to burn a disk or USB for the Windows 10 installation [You will have to boot off the disk/USB using the BIOS]
