[SOLVED] The computer turns on but no video signal ?

Hello, my computer turns on but there's no signal to the monitor. The case fans spin, rad fans spin CPU water block has no RGB. GPU fans don't spin and when I put my viper ultimate on the charging dock it doesn't have lights but the mouse charges.

My system specs are
B550i Aorus Pro AX
Ryzen 5 3600x.
Sapphire Pulse rx580
nzxt m22 cooler
16 gigs 3200mghz corsair vengeance RAM
Evga 450br PSU

all in the nzxt h210i (with cable extensions if that matters).

450w PSU may not be enough for RX 580.

I think it may be the PSU like I said, just that. I don't see anything else wrong in the specs. Symptoms suggest PSU as well.
