Okay.

So, I ran the free version of 3d Mark from Steam. I had got a 10.6k-10.8k on a 2600X/1080 "TI"; that I think might be a flashed 970. So far, so good. Memory is over clocked on "Memory try-it" to 3466 CL16 in the Bios.

Then I run Prime 95, it freezes no matter what, whether it is underclocked or overclocked. MSI Kombuster runs for about 10 minutes then closes automatically. I figured 5-10 minutes on Prime 95 is stable enough because I kept hearing it is an unrealistic load.

It wasn't really a problen until it was scoring 28-30 FPS on 4K GTA 5 on the benchmark.

I really don't want to sound passive agressive. Just bothersome when I only want to play games at a high refresh rate.

It's here: https://www.msi.com/Motherboard/B450-TOMAHAWK (click SUPPORT tab, then COMPATIBILITY tab under Products Service)

I forgot to ask, what were the graphics set to when playing that at 4k? Because high/ultra settings will bring a 1080ti to its knees...
It doesn't look like anything is overheating, but make sure everything is fully seated inside your case.
Is XMP enabled?
Also, what's your power supply?
How much fps do you get at 1440p, on say, medium settings?
Uhh, no. 5-10 minutes isn't stable at ALL. At least a few hours, with some saying half a day or more...
Is the memory supported by the motherboard, i.e., the qualified vendor's list on the manufacturer's website?

You're looking to play high refresh at 4k? Low, medium, high settings? Not that it matters much. There isn't a gpu available that can do high refresh 4k yet. 1080ti/Titan Xp even have trouble maintaining 60 fps gaming at that resolution.

The MB is B450 Tomahawk. I couldn't find the vendors list on google.

No. Just on 1440p I was just having fun playing on a 4k TV to notice awful stuttering. I imagine drops to 0 FPS.
