The Diagnostics Policy Services is not running

okay so when i logged onto my desktop today i noticed it wouldnt connect to the internet,so then i troubleshooted it and its coming up "The Diagnostics Policy Services is not running,iv tried googeling for a answer but nothings working

Sounds to me you got infected.

Goto a computer that has internet connection and download adwcelaner roguekiller, junkware removal tool, malware bytes antimalware and run them on the computer that has problems.

If you are heavily infected, get combofox and hitmanpro

scanning the computer now,nothings showing up so far in anything

no nothings coming up iv used all the programs youv reccomended,would reinstalling the windows solve it?

Press Windows key + R to open up a Run window.
Write "services.msc" and press enter.
Search for "Diagnostics Policy Service", right click it and press "Start"
