The difference between CPUs

Can someone spot the differences between those CPUs?
Because one of them costs a lot more that the other one...
1) AMD FX-8370 Black Edition Box
2) AMD FX-8350 Box (Wraith Cooler)

With the Second one is the Wraith Cooler Worth it?

The upgrade rig with Ryzen you suggested would work (note that Ryzen 5 1600 has been replaced with 2600 and 2600X, so you might look into them instead). You don't necessarily have to buy a new GPU now - you can reuse your old one until you save some money for a better GPU later. It would still be a very nice platform upgrade and you will most certainly see a performance boost, even with the same GPU. That would keep the cost below 500 EUR for sure. You can also reuse your old disks, and especially SSDs (if you have any).

By the way, which GPU exactly do you have? R9 200 series consists of many models. For example. R9 240 and R9 280X are not even comparable, so it would help to know better.
The difference between them in terms of performance is almost non-existent. Wraith cooler is better than the stock box cooler, though. Whether this is worthy or not, depends mostly on intention to overclock or not.

That being said, both CPUs are quite outdated with no upgrade path.

Can you suggest something else around the same price as the 2nd one? Or a bit higher if you want.
 
You could always go for a new Mobo + CPU, if you find one second hand at decent price. A friend went for Intel CPU to change his AMD and it actually helped a bit. We need more details on your budget tho and full configuration.
 


I know its not much but I can provide around 500 euros to upgrade my PC
and my current PC looks like that:
MOBO : Gigabyte Technology Co. Ltd. 970A-DS3P
GPU : AMD Radeon R9 200 Series
RAM : 8.00GB Dual-Channel DDR3 @ 803MHz
CPU : AMD FX-8320

Can you suggest some things under 500 euros total that can replace something and actually upgrade my PC?

I wanted to get something like that but I cant afford it i need something like 70 euros cheaper
