The Division : CPU bottleneck

Following is my rig,

I5 4690k
MSt GTX 970
24 GB DDR3 1600 Bus
500GB Sata HD

While I am playing The Division, I am facing occasional stutters, FPS drop; while suddenly a lot of things appear on screen, multiple enemies, gunfire, flames & spotligt shadows. I was curious and turned on afterburner to check which component is bottlenecking.

It's my CPU. It always reaches 100% during the stutters.

If I buy a SSD, will this fix the bottleneck, assuming my processor is not bottle necking.

Anyone using the game with similar rig and SSD HD? are you facing same issue?

the game should not be maxing out cpu usage like this, and it seems to cause the fps spikes. i've been working at it myself, and have it working pretty well, but im not very certain what i've done. i know i've disabled all overlays (steam, uplay, fps displays), let nvidia experience optimize the settings, and i have my sli (2x 970) turned on with physx set to auto. i also have read that enabling chromatic abberation fixes it... could be snake oil, could be what happened when i optimized the settings. dont know. but since doing...
The Division will use 100% of i5, that is normal since game can use more tank 4 cores/4 threads.If you can do some OC on CPU to eliminate some bottleneck but that still wont fully resolve your problem but should help a bit.
 


My friend using similar rig with 8350..Same issue..Could be bad optimization..
 


My 8320 is not having any issues whatsoever (with a GTX 970)...not even near 100% utilitization either. Running in the Ultra presets. The only thing I've seen is that I'll occasionally have texture pop-in where the disk takes a while to catch up with me in a new area.

oh, and i have colorblind mode on. deuteran. idk if that matters, but it is a setting i've changed and my buddy suggested it could be related as a what if scenario. sounds crazy it would matter, but who knows.
 
Solution
I have the i5 4690k OCd to 4.0 GHz and a Asus Strix GTX 970. Game runs perfect on 1080p, everything is maxed out and getting very good FPS. Check your CPU temperature while playing.If temperature is an issue, your CPU will start to throttle and give you bad performance. Is this problem appearing in any other games?
 


I followed the resolution change, window mode > full screen swap and it seems to work better than before. I think, its more of an optimization issue of this game than my hardware bottlenecking. Thanks for the share.
