The Division GPU Usage

Hi guys, My question is about my GPU, which is a GTX 970 and im getting a 98%-99% of GPU Usage when playing The Division. It does not go that far with ANY other games. why? Im playing the Game at high..not Ultra, with a resolution of 1080p (Benq 114hz - Monitor)

Running between 60-80FPS.

My Specs:
i7-4790K
Msi GTX 970 Golden Edition
Samsung 850 EVO SSD
SuperNova PSU
Msi Z97 Gaming 5 Motherboard
Corsair Hydro H100i GTX Water Cooling.

It's supposed to be that high. You want it to be at 100% (if Vsync is off). I don't see what the problem is here... what's wrong?

Normal for my 970 too. Rise of the Tomb Raider and several other games do as well.

Yeah, the 970 is now being pushed to its limits in games, but the graphics look good!
