The division internet speed required

I have 1.45 mbps up and 0.86 down. Ubisoft system recommends requirement is 512kbps upstream can i able to play the division. I tested my internet from speedtest.net. thanks in advance

.86Mbps is is 860kbp which is more than 512kbps, so you should be good provided that you have a good ping time. Obviously you'll want to be the only device using your internet connection while playing.

Edit: Am I reading that wrong or did you list it incorrectly. You show that you have 1.45Mbps up and .86Mbps down. That is unusual, usually the download speed is greater. Can you link an image of the Speedtest score? When the test ends you'll see an option to share and within that you'll find a link to an image. For instance this is mine:

That's very low. I doubt this will be enough to play online.

Sorry 1.45 mbps down and .86 mbps up and ping is 40 ms

I think you'll be OK as long as your get a consistent 860Kbps up and your ping time is low. Again, you'll want your computer to be the only device using the internet, anything that robs bandwidth, or increases your ping time will ruin the experience for sure.
