The Division low FPS

I'm running the division on ultra and still getting FPS as low as 43 FPS and I can't figure out why?
is it my CPU perhaps? There are times i will get 90 FPS which is good but i cant get stable frames adn performace. is it me or is it the game ? lemme know what you think

The Division is a cpu intensive game. It's known that the game has optimization issues and I'm not sure if the problems have been resolved. Though they should have since it has been months that players have reported this issue.

Have you checked your CPU temps to make sure they are normal?

Yes they are relatively normal within the 40-45 degree Celsius mark with the H80i. I may ha e a solution to some degree, it seems the object detail setting controls how far you can see detailed objects so I've turned it down to 60% from 100% and it's made a difference. It seems the division is much higher like GTA V in the way that it's really hard to max all things.
 
And I hate to say it but every single patch in that game makes a new bug. I mean every one lol so I wish the optimization would get better but it never does. And I'm the dunm ass with a season pass
 
like it just sucks because i see thee videos of the division at up to 90 fps but i cant get a consistent FPS it drops hard in the DZ and i cant figure out why. some say its my i5 4460 bottle necking but i don't think so. i get 120 fps in BF4 and like 70 most times in far-cry primal. any one else with a 1070 out there have anything to offer?
 
i just did a benchmark with the same settings as someone on YouTube and im doing better in all areas except the cpu. my cpu is 96% as a posed to his 37% usage. they have i7 i have i54460 so i think its bottleneck in this particular
 
OK so I got an i7 4790k and my frame rate exploded. I get a more constant 75-80 fps with much less lags. So it seems an i5 can bottleneck a GTX 1070 in CPU heavy Games. This gs like doom, BF4, and Batman arkham kight ran great. But the division and watch dogs seem to need an i7. I had about 45-60 fps most of the time with a GTX 970 and an i5 4460 but after I plugged the 1070 the i5 held back the performance the monster GPU was pushing.
 
so in most games the i5 is perfectly good, but it seems in those poorly optimized large games like the division an i7 is better paired with higher end GPUs. though even with an i74790k a gtx 9709 still shows 45-60 fps in the division so i think it's just that game. when i got the gtx 1070 my frames never dipped below 60 and were as high as 90 on Ultra so i think its just that game which seems much like watch dogs in terms of performace.
