Question The download speed is very slow

Hello,

I have 40/4 Mbps internet, but I'm downloading at 1,8MB/s. It won't go above that. When I tried to check my internet speed on speedtest, the values were accurate.
The upload speed is as specified, but the download speed is only 1,8MB/s.
It's like that on every device, I tried connecting through LAN cable and WiFi, same result.
I also tried disconnecting every device except my laptop, but the result was still same.
I tried downloading from multiple services, but that didn't help.

Before that I had 20/1 Mbps internet and the download speed was 2,5MB/s, which is okay.
Is it because of wrong configuration in the router?

What should I try? Thanks for any help.

Accurate to your ISP quoted max speeds 40/4? Or the 1.8MB/s ie ~14Mb/s?

Accurate to my ISP, so 40/4.

I tried Google Drive, Firefile, Mega.nz and Torrent

I just tried Steam, it was on 4,5MB/s for like 20 seconds, but then it dropped to 1,8MB/s.
