Every time I want to turn my pc on I have to turn it on, off, then on again in order to get a signal. Any idea what the problem could be?

PC is not old, I built it about 6 months ago. I think it may have something to do with the GPU, as it is pretty old and used.
Ryzen 5 2600
r9 280x
ASRock b450m

It sounds like your GPU drivers don't like the new Win 10 power schemes. Try turning fast startup off and see if it fixes the need for a restart - https://www.tenforums.com/tutorials/4189-turn-off-fast-startup-windows-10-a.html

Win 10 uses hybred hibernate to put PC into a sleep state when you shut it down. If a driver isn't written to work with that power mode, you get problems like this. Turning off fast startup is a work around if there aren't newer drivers for hardware.

How old are drivers for the GPU?

Have you run the Asrock App Shop app, it will check you have latest drivers for motherboard - https://www.asrock.com/MB/AMD/B450M%20Pro4/index.asp#Download
How do you know your machine is "on" the first time? So you know to turn it off and then on again? What indicators are you looking for to know the machine is on in the first place?

If anything you should not be just turning machines on and off without a care, because you are running the risk of corrupting your disk/storage and getting your data corrupted or lost.

Light, cooling, and gpu fans start up. I used to get no signal to the monitor, now I get an ASRock with options to shutdown, boot menu, etc. (Options don't work). It always boots up correctly the second time. I understand that it's not ideal to physically shutdown, which is why I am asking for help.
