Not always. A lower clocked Intel processor will provide more performance than a higher clocked AMD processor. If we're comparing different clockspeed within the same architecture/brand then there will be differences but the performance boost will not be a constant increase. At some point clockspeed won't matter (at least enough).

Different production process, level two cache is different, the actual processing performance is not the same. Does not exist comparable.
