Question The higher refresh rate I set, the worse the screen tearing gets ?

I have both a white line in the top left corner that appears more when I set a higher refresh rate and I also have horizontal lines going through my whole display at any refresh rate. This is something wrong with my graphics card because I don't have these issues when I use my xbox on this monitor and I don't get screen tearing from my pc on my 4k tv either just this monitor.

16G ram
Nvidia Geforce rtx 2

Is there anyway to fix it because I was previously able to run at 144hz perfectly fine but i messed with my second monitor/tv settings and it started screen tearing on my 144hz monitor when ever I use higher refresh rate
