the insperion 530 dell desktop that I have won't go past the splash screen. it shows all normal LED lights and sounds one short beep on startup. I've gone through recommended steps disconnecting things, hold for 10 seconds, add things on one by one. I'm not sure what to do.

Try this. Boot to safe mode with networking. Download CCleaner: https://www.piriform.com/ccleaner
Install it and run both the Clean and Registry portions. You may have some software conflicts or registry errors causing the problem. Reboot normally and see if you get into the desktop.
