The left of my screen is HD but it gets blurry going to the right

So I recently saw that my display was very blurry on the right and fine on the left. I've tried looking everywhere but nothing as a fix good for me. I have a AOC e2270Swn Full HD 21.5" LED Monitor.

I have a disk with it so I don't have any buttons along the bottom and I have an AMD Catalyst Control Center which I don't know how to use.

I tried restarting and that doesn't do anything.

I do however have a disk for my monitor.

It could be that you need to change the refresh rate of your monitor :

Open CCC
Click on "Desktop Management"
Click on "Desktop Properties"
Click on the refresh rate drop-down list for the settings that you have available to you.
Select a new refresh rate, if you like, and press OK. Your system will try the new rate, and give you 15 seconds to approve it. If your screen goes completely nuts, do nothing. After 15 seconds without a response from you, the old settings will be restored.

See if this will fix your problem.
