The light on my floppy drive stays on and pc will not boot

When PC is turned on the disk drive light blinks, the 3.5 floppy drive light comes on and stays on. The monitor stays black, PC does not come on.

Floppy? How old is that PC?
Open the case and unplug the ribbon connector from the floppy drive. See if the PC boots OK then. If not, unplug the power cable too.
