the lowest CPU temps

theoretically(spell), the colder yoru processer can get the "faster" and "better" it will run. Ive seen temps of -18C before but that type of cooling isnt practical on how you do it.

I guess if you liquid nitrogened it it would crack, making it not work?

I believe thier is a limit and I think that it is around
-42c.

once you go past about -30'c the circuts get a bit to cold to run as fast as it would at about -10. the most important thing is to make sure it doesnt persipire at such a cold temp

Prometia does keep most processors running under -20C, i think i've read that somewhere.

when the temperature your cpu is at is lower than the dew point of the air. Normal dew point on 70F degree day is anywhere from 45 to 55 degrees, so normally its a good idea any time you use an active cooling system to start insulating that cpu.

Ya the dew point is dependent on 2 things humidity and temperature (maybe pressure?) so dew points really change depending where you are.

Please explain insulating the CPU. I'm going to put my radiator outside. This morning here in Iowa it was -5°C. I've heard of people putting Vaseline on the pins of the CPU. Is that what you mean be insulate?
 
I am not an expert on the subject. Basically you want to insulate any part of the cpu that will reach temperatures below ambient so that no condensation can form. There is a lot of info on the subject online, so that would be the best place for you to look.
