Hello I am planning to buy a cooling pad for my laptop. the cooling pad specifications says that the fan speed is 2500 +/- 10% rpm what is +/-10% means? will the cooling pad runs in 2500 rpm as well? or the rpm will decrease?

It's speed tolerance, meaning that it could be running anywhere between 2475 and 2525 rpm with full 12v.

It means that the fan they use can come from different sources, or even just batches, and could run 10% faster or slower, it's normal variance in production.
