Nope, I don't think it does, not on my server at least (EU Stormrage)

On the Stormwind topic, the other day I saw General Marcus Jonathan kneeling
on the floor with some other guards at the Stormwind entrance, I've seen it
before, I guess its a quest, there were some level 50s-60s walking around
with this NPC escorting him.
Is this related to the "Reginald Windsor will not be harmed" being yelled I
hear alot whilst in SW?

Follow the guy being escorted. A big show is about to take place. I
believe this is part of the Onyxia line. I guess I should get to that
quest, too, so I can see how the story line is supposed to play out.

This is part of the Onyxia prequest-line. In order to "visit" Onyxia,
_each_ single participant in the 40-man raid group needs to have this quest
line done or he cannot enter her lair. It starts in the Burning Steppes,
and leads into Blackrock Mountain (BRD). This particular one is near the
end of the quest line.

I don't want to spoil anything but if you want to see a big fight within SW
just follow the guys. You will learn something however you might not know
about currently, namely who exactly Onyxia is, so you might get some
spoiler information if you follow. Sooner or later you'll be doing this
yourself or hear what's it all about but if you want to discover it
yourself, just stay away from the castle when that happens

It's highly amusing to watch if those doing the quest don't know how to get
through it. There aren't really any hints on how to do it, in fact, the
opposite.

I'd say this one outnumbers all other questions combined. If only the
idiots would look at their game manual, it shows you exactly where he is.

UC is a wasteland of nobody for the most part. Rare to see more than a half
dozen people there, but yes, this is a common one.
