I would like to know what is currently the best card in terms of quality / price ratio. I am interested in the best power-to-price ratio for notebooks and for Desktop-PC

For notebooks, nothing, you use the card it comes with, unless you are talking about a full new laptop. Then I would say a 1050Ti system would be a good buy, that of course depends on what games and what quality.

For desktops, RX 580 for lower end or the new 1660Ti for mid range.
 
I'd say RX 570 4GB is probably the best bang for buck right now, seeing as you can get them starting at 130 USD.

Well, you can actually get them for 100 USD if you're willing to get a card that was meant for mining and only has a single DVI-D display output.
