The mystery of the lost mousepad utility

Hi! I'm writing this from an Acer Aspire VN7-571G-74GL with Windows 8.1 64 bit.

I was trying to customize the mouse pad gestures, but it seems like there's no Synaptic software able to do that.

Acer provides the drivers for the mousepad but, even after installing them, I can't find any utility in my system that would let me personalize my settings.
I'm talking about changing the scroll speed or method, set a custom app to be launched with a 3 fingers tap and things like that!

Typing "synaptic" in the start menù gives me no results and there's no tray icon to click on. In addition to that, I can't find any "Synaptic" folder in the programs directory on my HD.

Am I doing something wrong? Am I looking in the wrong places?
