The network adapter could not establish the connection oracle sql developer

I have down loaded ORACLE sql developer 11g. I have extracted the files and gotten it to open.

Now I am trying to open a new connection

The program is asking fo:r
Connection Name_________________
Username ______________________
Password_______________________

Hostname______________________
Port___________________________
SID____________________________


I have filled these out and I get an error message.
The network adapter could not establish a connection.
Can you tell me why I am getting this message?

talk to the ORACLE server guy

You need to talk to the database owner

As I understand it the problem is this.......
SQL+ has the databases in the program but runs in command mode.
I was using SQL Developer runs in GUI which does not have the databases. You have to also load the Express version of 11g to get the Developer program to connect.

Got it running.
